Executive Order to re-build Sustainably

I was just thinking with the recent bouts with tornadoes. Plus, the Hurricanes of Katrina and Rita a few years back plus and other natural disasters. Why don't we organize a petition or mandate of some kind to re-build using only environmentally friendly products and install more sustainable energy systems? Rather than re-building exactly the same way, here's an opportunity to implement the positive environmental changes we'd all like to see come about.

What are some of the most effective ways to bring this about? Nows the time what with the Presidential election coming up in a few months.

Would you suggest a Petition, demand an Executive Order or what? What are your thoughts?

    Rebuilding sustainably is a great idea. There is a town in kansas that was destroyed by a tornado...i'll look it up in wikipedia

    At 9:45 p.m. CDT on May 4, 2007[11], Greensburg was hit by an EF5 tornado. The tornado was estimated to be 1.7 miles (2.7 km) in width and traveled for nearly 22 miles (35 km). Ninety-five percent of the city was confirmed to be destroyed, with the other five percent being severely damaged. The National Weather Service estimated winds of the tornado to reach 205 mph

    After the tornado, the city council passed a resolution stating that all city building would be built to LEED - platinum standards, making it the first city in the nation to do so. Greensburg is rebuilding as a "green" town, with the help of the non-profit organization created to help the residents learn about and implement the green living initiative, Greensburg GreenTown[6].

    I don't know about the executive order part. Perhaps with a new executive, particularly if it is Obama.

        Its a great project, but I don't understand how a "zero energy home" can still have an electric bill of $42 per month. My home was built in 1949 and my electric bill is rarely more than $30 and is closer to $19 when I don't run the AC. We used 183 kwh last month.
        But I have eliminated some conveniences like dishwasher and clothes dryer. Maybe these houses have all the bells and whistles of a modern home?

          I guess they consider $42 a month pretty reasonable since the heating and cooling are electric, and in Catawba NC there'd be a good bit of both. I wish they had given the figures for it, but i imagine the monthly average bill would be a heck of a lot higher without the modifications they describe. I notice that some of the homes are net producers of energy instead of using any at all.

          The more i think about it, i think it's a great idea and politically doable that an executive order be given, or better for congress to pass a law that if federal disaster relief funds are used, and an area declared a disaster area, that the rebuilding efforts should be state of the green arts, like the Greensburg plan.

          This idea to rebuild green, and new green image seems to have given greensburg quite a moral boost when it most needed it. I don't think i've ever heard of a community that was devastated to that extent. It must have been a terrible disheartening and demoralizing experience, and this gave the town something to rally around, and likely some extra attention and funds for the rebuilding effort . Gives me a little boost too, as i find the story inspiring. Thanks chopper, for starting this thread.
